Minister Lajčák Opens Bratislava Talks on Transdniestrian Conflict

“It is my pleasure to see that you have come to Slovakia since you surely know that it was here where the talks in the 5 format were initiated in 2002 and where the European Union and the US joined as observers in the negotiations in 2005,” these were the introductory words of Miroslav Lajčák, Minister of Foreign and European Affairs of the Slovak Republic and Chairperson-in-Office of the Organization for Security and Cooperation in Europe (OSCE) during his opening remarks at a session of the OSCE  Permanent Conference for Political Questions in the Framework of the Negotiating Process on the Transdniestrian Settlement. In the so called 5+2 format, the representatives of the parties to the conflict – the Republic of Moldova and Transdniestria, the mediators from the OSCE, the Russian Federation and Ukraine as well as observers in the negotiations – the European Union and the United States -- will be engaged in talks until Thursday (October 10, 2019).

 

In the past years, the talks in the 5+2 format took place in Berlin (2016), Vienna (2017), and Rome (2018). Slovakia has organized the meeting as part of our chairmanship of the OSCE this year. In 2016, at the Berlin meeting, a protocol was endorsed which defined five priorities for the process of negotiation for the settlement of the Transdniestrian conflict which were acceptable for both Moldova and Transdniestria.

 

Three new priorities were added in the following years. Since then, the Berlin package has been successfully implemented almost fully, albeit not entirely. “The goal of the Bratislava 5+2 talks is to find solutions to issues which remain open and potentially set other areas of priorities which could contribute to a settlement of the conflict,” stated the chief Slovak diplomat Miroslav Lajčák.

 

A press briefing on the outcomes of the talks will be held on Thursday (October 10, 2019) in the Congress Hall of the Ministry of Foreign and European Affairs of the Slovak Republic.
