Conditions for recognition of a foreign driving license in the Slovak Republic

 
The recognition of driving licences issued abroad is regulated by the §102 of the Road Traffic Act No 8/2009. That applies to valid driving licenses issued in the Member States of the European Economic Area and to the driving licences issued in countries which are parties to the Geneva or the Vienna Convention. The Slovak Republic also recognises international driving licenses issued in accordance with the Geneva and Vienna Convention, under the condition of a holding of a valid driving license from the same country as the country of issue of the international driving license. 
 

Conditions for granting of a new driving license in the Slovak Republic

In case that a foreign representative accredited to the Diplomatic Protocol of the Ministry of the Foreign and European Affairs of the Slovak Republic who is not a holder of driving license issued in a foreign country wishes to obtain a driving license in the Slovak Republic, he must complete a driving training in a driving school in the Slovak Republic. In order to enrol to a driving school, the representative must hold a birth number (unique personal number, similar to the US Social Security Number). 
Under § 5(3)(e) of the Birth Number Act No 515/2003, the Ministry of Interior of the Slovak Republic may assign a birth number to a foreigner without a permanent residency in Slovakia.
The Department of the Registry Administration assigns a birth number to persons without permanent residence in the Slovak Republic upon request. A person submits a written request in the Slovak language along with a certified Slovak translation of a birth certificate and a copy of the Identification Card issued by the Diplomatic Protocol of the Ministry of the Foreign and European Affairs of the Slovak Republic. 
 
The request must state the reason of issue (for instance, a condition to obtain a new driving license in Slovakia) and following details: name, maiden name, and last name, date of birth, place of birth, sex and citizenship.
